Trump Declares National Emergency, Bans Imports of Inverters, Transformers and BESS Equipment

WASHINGTON — President Trump has declared a national emergency over foreign-made power equipment, banning imports of grid-connected inverters, transformers and battery energy storage systems (BESS) that he says pose an "unusual and extraordinary threat" to US bulk-power system security. The emergency executive order was issued August 30.

Trump executive order inverter BESS transformer import ban US grid security 69kV national emergency

Key facts:

  • Scope: Covers equipment interacting with 69kV or greater transmission lines only — distributed energy sources and local distribution grids are not included
  • Countries: 24 nations on US arms embargo and sanctions lists, most pertinently China, including entities owned, controlled or directed by them (FEOC-style rules)
  • Timing: Not yet in effect; will cover deals "initiated" after 26 August 2026; DOE has 120 days to publish implementation rules
  • Mechanism: Transactions barred only after DOE determines "unacceptable risk" on grounds of cybersecurity, sabotage and remote access — the DOE may issue white lists, licensing processes, or even order in-service equipment to be isolated, monitored or removed
  • Precedent: Follows the FCC's July ban on foreign-made inverters at US power plants; this order goes further, adding BESS and transformers

WHY IT MATTERS

  1. The first federal ban to explicitly cover BESS itself — the US-China decoupling now extends from battery cells to power electronics and complete systems.
  2. The 69kV+ scope excludes residential and C&I distributed storage, but utility-scale pipelines — the largest US demand segment — face direct supply risk.
  3. Redirected Chinese supply is flowing to emerging markets, where demand is exploding: Brazil's first national storage auction drew a record 6,091 bids / 296.9GW, with CATL partnering Moura and Cornex signing a 1.5GWh cell deal — expect price and competition shifts everywhere outside the US.
  4. Inverter remote-access architecture is now a political liability in US procurement — cybersecurity becomes a first-order selection criterion.

THE EXLIPORC PERSPECTIVE

Policy shocks are the new normal in cross-border energy trade — the winners are suppliers with local in-market inventory and compliance depth. For European installers and distributors, the US ban accelerates Chinese suppliers' pivot toward EU markets: competition rises, but so does the value of a partner holding EU-based stock. EXLIPORC's Poland warehouse ships CE/UN38.3/IEC-compliant systems — the 16.58kWh 324Ah long-life model and the new 20.48kWh 400Ah LVB20WTC — across the EU in 3-7 days: no import-policy exposure, no lead-time gamble. Distributed, sub-69kV systems remain outside the ban's scope — but supply-chain certainty is now a buying criterion everywhere.
